赤嵌楼原名“普罗民遮城”，最早建于1653年，是荷兰人在汉人起义抗荷的“郭怀一事件”(1652年)后所兴建的。在郑成功攻占台湾以后，曾经改普罗民遮城为“东都承天府”，以該城做为全岛最高的行政机构。
